A series of European colonial clashes culminated in the Great War, which in turn spawned several regional conflicts. Afterwards, the powers left standing paused to take stock of their situation. Spanish Central Command ordered their general staff to draw up a detailed map tracking all the land that had changed hands in the recent wars across Europe, Africa, and the Middle East. The most dramatic changes were in Africa, where a new power had emerged (Heart of Africa), an old power had fallen (Ethiopia), and the European balance of power had shifted (Spain and Italy eclipsed Great Britain, and France and Germany were driven from the continent). Central and Eastern Europe were also transformed; Poland and Ukraine reemerged as Russia receded, Austria was greatly humbled, and the Free Danube Corps presented a formidable union of otherwise vulnerable nations. In the Middle East, the Caliphate of Ali had benefited from Italian assistance to become the preeminent Muslim power. The Ottomans were on the ropes after two unsuccessful attempts to rebuild their empire, and the Caucasian Kingdom held several provinces in Turkey itself. Per the general staff's assessment, Spain was still the strongest European power. They were, however, diplomatically isolated after their breach with Italy, and their considerable African holdings were threatened from the south by the expansion of the Heart. Central Command ordered a series of war games to assess different possible scenarios for large-scale conflict and determine what alliances might prove beneficial. This level represents one of their projected scenarios: a total war amongst seven small alliances based on recent cooperation or historical/cultural/regional affinity. |
