This is like the FIFA World Cup format, right? While this is awesome, I am pretty sure we should want to stick to the P/R League format as a base line, as otherwise it would be a totally different competition with no continuity other than the template.
If players are strong and motivated then they’ll get to where they deserve. If either dimension is lacking then they won’t, simple as that.
All the league commissioner has to do is create a path for strong players to get there in a reasonable amount of time: - Somewhat rapid seasons - A temporary structure to account for the fact that 3 years have passed (e.g. A/B1/B2/C1/C2/C3/D1/D2/D3 eventually morphing into A/B/C1/C2/D1/D2) - Some way to sort Rufus/tornado into C rather than D (e.g. Strat 1v1 ladder rating, MTL rating, objective panel, etc.)
A full reset is just dumb. Why start from Season 1 again and lose the history and continuity with the past? It’s not as though S38 will be an undeserving winner, it will be a strong motivated player with a connection to the origins of the league.
After considering everything I've decided to stick with my original plan. The exact structure will obviously depend on the exact amount of sign-ups, but it will feature some sort of A B C1C2 D1D2D3 system. There'll be some amount of play-offs that can get superpromotion. Whereas before there'd be one of second places in C going on, this will now be a play-offgroup between second places in C and first places in D. Only one person of those 4-5 will earn promotion to B. (Should groups E be necessary, there'll be a similar option for superpromotion from E to C). If there are a few spots in a higher division for new people those spots will be seeded by highest mtl top rating.
With this, as well as allowing returning players to return to closer to where they left, I hope to do some good for how the league as a whole runs. I am not of intention to fix placement in a placement season, but more of intention for people that should be up the ranks to have a way to do so within two seasons and keep some of that status.

@Everyone that contributed to this discussion, thanks for having opinions, thanks for sharing them, I'm glad many people still care. If this wasn't your preferred outcome, I'm sorry, but not every event is for everyone, and I feel this is closest to what makes sense for the history of the league as well as general consensus from those who were previously a part of it. Feel free to see the first two seasons as "integration seasons" for the new people so that they can be more in their place, hopefully come season 40 there'll be some sort of mix :)
