Look at the history - starting around turn 66...

Starts losing to me, so pickle_rick starts building cities and letting the other guy just take them... :/

People play the game for entertainment, not to be 'fair'. Nothing about FFAs are fair. Teaming is extremely common in FFAs and makes them more interesting. If you want fairness play 1v1s with the pure skill setting.
