@commander - depends. Strategic players tend to consider it basic etiquette to not "stall" and surrender when you are clearly losing (the opponent drops more income than you can produce on one spot, and your position is worse). Yes, technically you are doing nothing wrong. Often though it holds up other things un-necessarilly.
