If another player initiates communication with you, a small flashing envelope will appear next to their name in the lower-right corner.  To initiate communication with another player, click on their name in the lower right corner and then click Send Private Message.

Note that game creators have the ability to disable private messaging in their game.  The settings panel will show whether or not it is enabled.
