			Game creators can customize:
			* The number of territories to place cities on (defaults to 3, min 1, max 15).
			* The number of cities to place on territories (defaults to 1, min 1, max 5).

			Higher values can be typed in rather than using the number slider for all the settings, rather than using the number slider. The number of territories will never be higher than the number of territories on the map. Number of cities has an absolute max of 50.
