[[Special unit]]s and structures are not swapped. At the start of the game, random territories are picked to create Portals. Portals never move once they have been created.

			Game creators can configure:
			* The number of Portals to create at the start (after territory picks in [[manual distribution]]) of the game (defaults to 1, min 1, max 3).

			If the number of territories on the map is less than the Portals to create at the start of the game multiplied by 2, only 1 Portal will be created. Portals will never be on the same territory.
